The epidemic warning was raised to Level 2 AEA adopted relevant measures in response to the said change

CECC announced that from May 11, 2021 to June 8, the epidemic warning would be
raised to Level 2 - “local cases of unknown sources of infection occurred”; in order not to
create any infection control breach with the administrative execution, AEA informed all
branches to give priority to epidemic prevention when processing administrative execution
cases and to adopt the following measures:
1. The joint auction held on the “first” “Tuesday” of every month, starting at “3” p.m.
will not be held in June, and depending on the situations of epidemic, the joint
auction scheduled to be held in July shall be processed in accordance with the
following principles:
(I) Personal properties: in principle, the auction or sale procedure will be suspended,
however, in the circumstance that the procedure has necessity and urgency (for
instance: the execution period will expire recently, the subject seized may be
damaged or rot), and the branch can ensure that the auction (sale) venue meets
the requirements of “Guidelines for large-scale public gatherings in the wake of
the COVID-19 outbreak” and "Guidelines for Social Distancing" enacted and
announced by CECC, latest news and other regulations, then the branch may
start the auction (sale) procedure.
(II) Real estate properties: in principle, the auction will all be conducted with
communication bidding (i.e. on-site bidding is not allowed), however, if the
bidding room meets the requirements of the said regulations, then the branch
may adopt the communication bidding and on-site bidding concurrently. In
addition, the entire process of receiving the letter of communication bidding and



dropping it into the tender box shall be recorded with audience recording and
video recording by each branch. Regarding the question that whether the public
can enter the office of the branch to watch the bidding process, each branch may
decide on its own discretion in accordance with epidemic prevention regulation.
2. For the seizure and inspection enforced at the places of the obligors for cases
violating epidemic prevention regulations (including the circumstance that the
enforcement against the same obligor who also has cases unrelated to epidemic
(I) For those who already “passed” the home quarantine or home isolation period
or those who did not have to be isolated, AEA would investigate the property
information of the obligors actively and enforce the deposits, implement on-site
enforcement, such as the seizure of personal properties and real properties at the
residence or domicile of the obligor. If necessary, executors will apply for the
arrest of persons, take him/her into custody or impose restrictions on leaving the
country to implement the power of the government when meeting the
requirements by laws and show the determination to fulfill the epidemic
prevention policies comprehensively.
(II) For those who were “still in” home quarantine or home isolation period, the
epidemic prevention policies of not contacting the obligor shall prevail, however,
executors should also investigate the property information of the obligors
actively and take the enforcement measures which would not obstruct the
epidemic prevention, such as enforcement of the deposits, to inform the Land
Office to undertake the registered real properties registration of attachment in
writing, and to contact the isolated obligor that his real properties had been
seized by the branch. If the obligor did not pay off the fines after the home
quarantine or home isolation period expired, the real property would be
auctioned to ensure the performance of the fines. However, for the auction of
real estate, the branch shall pay more attention on the principle of proportionality.
If the amount of arrears is not huge, the auction should be postponed, and agree
his/her application of paying in installments to urge the obligor to perform
his/her obligation.
3. For normal cases unrelated to violation of epidemic prevention regulations, the
deadline for subpoena and payment shall be extended and the cases of on-site



reporting shall be reduced: reducing the number of asking the obligors to make on-
site reporting at each branch, accepting the written report as replacement method,
and extending the payment deadline of subpoena.
4. The nationwide epidemic warning has been raised to Level 2, if the public refuses to
wear masks after verbal warning in crowded places, the individual will be fined.
Each branch will strengthen the contact with the authority imposing fines in the cases
for violating the regulations of wearing masks, and actively enforce against the
obligor who violated the epidemic prevention regulations and refused to pay the fines
to implement public authority.
AEA states that if the obligor is in the home quarantine or home isolation period in
accordance with the epidemic prevention regulations, and receives the payment notice or
order to report the property status during the quarantine or isolation period, the obligor shall
call the officer in charge to explain the reason of not able to present on-site, or submit a the
written document to report the financial situation without showing up personally. If the
obligor is not in the home quarantine or home isolation period in accordance with the
epidemic prevention regulations, the obligor shall follow the instruction of the real-name
registration system, wear a mask and have his temperature taken before visiting the branch
office for any business. For those who refuse to wear masks after verbal warning, AEA will
notice the local government to impose a fine in accordance with Paragraph 1, Article 70 of
the Communicable Disease Control Act. AEA urges the public to follow all relevant
epidemic prevention regulations strictly to contribute personal efforts jointly against the
