All branches of Administrative Enforcement Agency, Ministry of Justice (AEA) put much effort on enforcing some special cases such as recovering tax from owners of expensive heavy motorcycles with red and yellow licenses.

Administrative Enforcement Agency, Ministry of Justice (AEA) has processed more than 5.2 million new traffic cases since 2016, because motor vehicle offices sent a massive number of cases concerning late payments of fuel tax and traffic fines. The accumulative total of these obligors are 6,300, distributing and involving in 10,803 cases for heavy motorcycles with red licenses and 9,756 for ones with yellow licenses. Ironically, the prices of heavy motorcycles with yellow licenses are generally starting from 200,000 New Taiwanese dollars (NTD), let alone ones with red licenses. In order to implement the government public power and ensure the monetary claims can be protected by the national law and payable by debtors and obligors, the enforcement of AEA is commonly utilized as a last resort to recover these monetary claims and taxes. For instance, some obligors, such as the owners of expensive heavy motorcycles, were affordable to purchase their luxury vehicles. To AEA, these obligors might be the targets for recovering the relevant taxes or public debts. Starting from December 9th, 2016, all branches of AEA put much effort on the enforcement and described some general questions regarding fines and costs for late payments. For example, 1. the overdue fines, 2. some necessary costs for the enforcement, and 3. some overdue taxes from long time unused scooters are very common cases from the public. In addition, teaching obligors ways of paying their fees by themselves is as important as teaching them the significance of paying tax on time. By doing these, hopefully the owners of scooters with green and white licenses may pay their fees on their own to avoid any unnecessary additional costs from the enforcement.
In the past, the fuel tax and the fee of driver’s licenses were collected at the same time. Drivers would not be able to renew their licenses without paying the fees. However, a new government policy started from 2013 that the government will now collect the fuel tax of motorcycle like the way they collect the fuel tax of vehicles in every July as annual fees. Some citizens thought that they may avoid paying the fuel tax if they do not renew their licenses. Thus, they received a fine of $300 to $600 (NTD) without payment notice. As result, the number of cases sent to AEA increased dramatically. The cases of overdue fees and the relevant additional costs of enforcement will all be sent to all branches of AEA. Obligors should pay off these additional costs of enforcement when paying the fees. The additional costs might be a form of financial burden to obligors. That is the reason why all the citizens should pay much attention to their taxes. AEA will cooperate with Directorate General of Highways (DGH), MOTC to advertise the new policy and continue to discuss new solutions for the public in case the citizens would keep owning the associate taxes from the above-mentioned issues.
