Fishermen smuggled wild animals were seized and fined. Since the fine were not paid, administrative executor along with recording officer headed toward Neipi bay of Nanfangao to seal up the obligators’boat.
The obligator were seized by coast guard administration Su-ao branch in December, 2014 due to smuggling of eel hatching, protected turtles and parrots. He was further fined with 709.7 million dollars by Keelung custom administration. However, the obligator did not pay his debts and were referred to Ilan branch for execution. According to the property data of the obligator, he possess only two stretches of lands located in Su-ao, which is not enough compared to his debts. The executor did not give up any clue and tried to look up the possessor of the boat. It came out that the boat belongs to the obligator and had a value of around three to four millions. The executors rapidly sealed up the boat to forbid the obligator from transferring but they couldn’t find where the boat was.
The executors thought many efforts would have been made to track down the boat. Thus, on July 14th, 2017, a third party reported that the boat was sold to them. Because the boat was sealed up by Ilan branch, the transferring process couldn’t be done. The executors told them that they should ask the obligators to return the bills as soon as possible since the boat were under seal. At the same day, Maritime and Port Bureau informed that the lien of the boat had been cancelled because the bill were paid off. After the executors located the boat, they seal it jointly with referral and police agency and complete the on site sealing process.
Ilan branch called on the public that smuggling would pay a high price. Fishermen shouldn’t engage in illegal activities. When being fined, concealing or hiding one’s assets will result in custody. If obligators had problems in paying up the fine, a payment installment could be applied at branches of administrative enforcement agency to alleviate the pressure of the obligators.
