All 13 Branches around the country actively execute the cases related to the fine of drunk (drug) driving with successful results.

The AEA of the Ministry of Justice and its 13 Branches are fully committed to promote the "Project of Strengthening Enforcement of the Fine owed by Drunk (Drug) Driving Cases." As of the (24th) of this month, the AEA branches already levied a total amount of 46,730,474 NTD and sealed up 29 automobiles, 28 motorcycles, 1,112 lands, 244 buildings and restricted 2 people from leaving Taiwan. The result of the execution was successful and served as a warning to the public.

According to the official statistics provided by the National Police Agency, Ministry of the Interior, during the period of 3 years from 2016 to 2018, there was an average of nearly 100 people killed by drunk driving annually, and the people injured thereof were more than 6,000 people. It shows how harmful the drunk (drug) driving is to people's lives and properties.

According to the news reported by the medias in recent years, the victims of drunk (drug) driving included man, woman, elder, youth, young adult and disabled; the professional or identity included vocalists of bands, member of dustbin men, foreign workers, truck drivers, housewives, bakers, engineers, office laborers, doctors, soldiers, police officers, students, workers and homeless people. Regardless of profession, poor, rich and location, drunk driving occurs in every place around the country and harms people randomly. The victim not only dies innocently at a young age and leaves the family in sorrow, but also be harmed physically and mentally, loses jobs, becomes disabled and needs to be taken care for a long term by the family. It causes damage to countless families, breaks the relationships overnight and has become a loose cannon to the society. This kind of tragedy might happen to anyone at any time. It harms the obligors and others at the same time. Therefore, the public hate this kind of crime and believe that it should be severely punished.

As of February 28, 2019, the AEA branches accepted 20,948 unsolved cases related to drunk (drug) driving. The total number of obligors were 18,432 (the top three of the greatest number of obligors are 3,085 persons in Hsinchu Branch, 2,021 persons in Kaohsiung Branch, and 1,922 persons in New Taipei Branch). The severity of the offences of drunk (drug) driving harms the society severely. Therefore, the AEA listens the voices of the people and decides to strengthen the enforcements of the fine owed by the obligor of drunk (drug) driving to carry out the public authority for the belief that "enforcement is the last mile of bringing in justice." In order to stop the occurrences of the drunk (drug) driving cases (especially those which cause injures and death), meet the expectation of strengthening enforcement of the public and raise the performance of enforcements, AEA hereby enacts the implement plan of the "Project of Strengthening Enforcement of the Fine owed by Drunk (Drug) Driving Cases" and notices all 13 Branches around the country to strengthen the enforcement of the fine owed by the obligor of drunk (drug) driving. Additionally, the standards of "The top 50 greatest amount owed per person in the country (from 279,000 NTD to 931,500 NTD)" and "The top 10 greatest amount owed per person in each Branch (from 180,000 NTD to 931,500 NTD)" are highlighted as the priorities of the strengthening of enforcements on March 14, 2019.

The methods of the strengthening of enforcements including the on-site enforcement and visiting the obligor to urge the obligor to pay willingly; seizing the claims of the obligor, such as salary, deposit and insurance payment etc.; seizing and auctioning the personal property of the obligor, especially the vehicles seized for drunk (drug) driving; seizing and auctioning the real property, restricting residence, arresting and detaining the obligor etc.

For those who do not pay the fine accordingly, each Branch will auction the personal property and real property seized in accordance with the legal procedures, and continue to enforce for all fines owed by the obligor.

Some of the cases listed as the priorities of the strengthening of enforcement are not easy to levy due to the poor financial statuses, lacking of property to be enforced, unknown whereabouts, or imprisonments of the obligors. On the other hand, some cases cannot be enforced, such as the event that obligors have died without leaving any property or the cases withdrew by the authority for the reason of the "Protection against double jeopardy".

However, the process and results of the enforcement have been covered by the medias frequently and strengthen the effect of the enforcement.  Some obligors or their families automatically paid the fine to the Branches after seeing the news to avoid the enforcement. Some family member of the obligor who paralyzed after an accident caused by drunk driving hope the Branch use their story as an example to warn the severity of drunk driving.  The Branch   will help underprivileged obligor s' families in referral to apply for the social allowance to lower the burden on their families.

To make a summary for the implementation of this project, we believe that it has made the obligors and the public to understand the zero-tolerance policy of drunk (drug) driving adopted by the Ministry of Justice and carried out the belief of "Enforcing with love and Bringing in Justice without Obstacles."

The AEA of the Ministry of Justice hereby urges the public to stop drunk driving, stay away from drugs, and learn from the severe accidents caused by drunk (drug) driving in these years. Please do not drink immoderately for fun or sorrow or drive after drinking. This is the only way to avoid causing severe accidents or being punished. Extreme joy turns to sorrow. Drunk driving will only bring more sadness to you and cause damage to yourself and others. It will be too late to regret.
