New feature of administrative execution - help the public to earn more and spend less

The AEA branches of Ministry of Justice provide free venues to obligor to sell their products at a discount, and actively promotes it on Facebook to attract the public. It helps the obligor to obtain a new way to earn an income to pay their tax and fee arrears.

It also helps the public to scrap old motorcycles to reduce the unnecessary fuel costs and to save on their costs. The AEA branches successfully establish a warm image to replace the unconcerned stereotype of government authority.

From the establishment of the AEA, Ministry of Justice and its branches on January 1, 2001 to April 30, 2019, there are 107,530,000 new cases. Among the cases, the most cases are fine cases, which account for 38% and the total amount levied from them is around 542,900,000,000; 44 % of them are financial taxation cases with the largest amount of fines.

The methods of execution include the payment notice. If the due arrears are not paid after the expiration of the said notice, the deposits, salaries, and personal properties and real properties of the obligor might be seized and auctioned. The AEA branches may further order an injunction (The prohibition of high expense products) and submit the application for arrest or taking into custody to court. The image of unconcern and ruthlessness have been deeply-rooted in the public.

In fact, other than the execution methods, the AEA branches also have soft methods to provide. From January of 2012 to April of 2019, the cases related to economically disadvantaged people has reached 4,353 cases over a period of 7 years and 3 months. The method of care including introducing the obligor or his family members to social welfare organizations or employment service centers, contacting local governments to provide care services, raising donations and providing care visits.

There are various personal properties seized, auctioned and sold by AEA branches. You can find anything in the auction. During the joint auction held on the “first” “Tuesday” of every month, starting at “3” p.m. , the items which were auctioned or sold, included delicate macarons, handmade drinks, fresh strawberries, outlet clothes, polo shirts from the department store "CPcity," luxury farm houses, finest mansions, planes, helicopters, vessels, sports cars, high-mountain teas, coffee beans, potted plants and technical cleaning solutions for cellphones, etc. It included products from all aspects of life.

In addition, the enforcement branch will consider to provide a selling platform for the obligors on a case-by-case basis to promote the sales of the products of the obligors and increase their income.  

For instance, some of the obligors of the New Taipei Branch who are famous French pastry businesses with handmade snacks and handmade drinks business. They still put a lot of efforts on their business operations. In order to keep their business and the jobs of their employees, the New Taipei Branch provided free venues for them to hold promotional sales for their products. After promoting on Facebook by the New Taipei Branch, it attracted the public to purchase actively and created great sales thereof. While the obligors won't make a fortune from it; however, it can increase their income, allow them to pay the tax and fee arrears, and keep their employees' jobs. It is a three-win situation for the market, the authority and the public!

In addition, the Changhua Branch provides venues and invite elementary school and kindergarten students to perform Taiko and martial art with "A Man Should Strengthen Himself" to draw the attention of the public and help the obligor to sell 200 catties of Vogai High-Mountain Tea from Renai Township, Nantou to pay the fines, tax and fee arrears. The obligor went down the mountain to witness the great sale of the said tea. He felt thankful and touched.

All the matters mentioned above prove that the AEA of Ministry of Justice and its branches are not unconcerned government authorities.
